Contract Ratification Procedures

Resolution on Procedures for Contract Ratification in the Wholesale/Retail Grocery Distribution Industry

January 19, 2001

WHEREAS, the wholesale/retail grocery distribution industry continues to be marked by fierce competition between rival employers;

WHEREAS, the livelihood of Teamster members employed in the wholesale/retail grocery distribution industry is constantly threatened by employers attempts to reduce labor costs, either by forcing members to accept substandard contracts or by outsourcing work to nonunion facilities;

WHEREAS, a coordinated effort among all Teamsters Local Unions is essential in order to preserve industry standards and save good Teamster jobs;

WHEREAS, the Warehouse Division Policy Committee has adopted a policy recommendation providing that, prior to any membership ratification of a contract settlement in the wholesale/retail grocery distribution industry, the Local(s) must first submit the entire written proposal to the Regional Warehouse Division Director with sufficient time for the Director to review the settlement and discuss such settlement with the Local(s) involved, and that failure to do so could result in further action in accordance with the International Union’s Constitution;

WHEREAS, the Warehouse Division Director has submitted this policy recommendation to the General Executive Board for its approval.

NOW, THEREFORE, BE IT RESOLVED, that all Local Unions and Local Union Officers and Business Representatives are directed as follows:

  • Prior to any membership ratification of a contract settlement in the wholesale/retail grocery distribution industry, the Local(s) involved must first submit the entire written proposal to the Regional Warehouse Division Director with sufficient time for the Director to review the settlement and discuss such settlement with the Local(s) involved;
  • If, due to the nature of negotiations, a Local Union does not believe it possible to comply with this directive, it must contact the Warehouse Division Director or the Regional Warehouse Division Director in advance and make arrangements necessary to allow the Director or his designee to review the essential terms of any settlement prior to ratification; and
  • Local Unions are reminded that, because of the importance of this policy, the failure to comply will result in further action as provided by the International Union Constitution.
