Vice President - Western Region

Victor Mineros got his start in the Teamsters Union as a rank-and-file UPS package car driver in Los Angeles. He participated in the 1997 UPS Strike, walking the picket line as part of the Teamsters’ fight for higher wages and better work conditions.

Mineros went on to serve as a business agent and organizer for Local 396. In these roles, he advocated on behalf of his fellow workers and helped expand the Teamsters’ ranks throughout Southern California. His devotion to members in the sanitation industry led to him being appointed as an International Representative for the Teamsters Solid Waste and Recycling Division.

In 2022, Teamsters General President Sean M. O’Brien selected Mineros to serve as Assistant Director of the Teamsters Package Division for the Western Region. As Assistant Director, he has fought tirelessly to organize new members and secure strong contracts for rank-and-filers, and he was instrumental in bargaining the 2023 UPS Teamsters National Master Agreement. That same year, Mineros was elected to lead Local 396 as Secretary-Treasurer.

Under Mineros’ leadership, Local 396 has ratified lucrative labor agreements for thousands of members across the package, sanitation, and logistics industries, and beyond. He has also helped lead the charge to unionize Amazon, organizing the company’s very first unit of Teamsters in 2023. On March 18, 2025, Mineros was sworn in as International Vice President and appointed as Director of the Teamsters Solid Waste and Recycling Division.
