Individual Voter Registration Drive Requirements:
The State Administrator and local boards of elections in Maryland offer training for “voter registration volunteers” or “Voter Registration Application Distributors” who will be at least 18 years old on or before the next general election. After completing the training, the volunteer will receive a Certificate of Instruction.
Volunteers are also required to inform the voter that they can either return the registration him/herself or have the volunteer complete this task.

Voter Registration Drive Collection and Completion Requirements:
Voter registration applications should be submitted to the local office “promptly” and no later than the registration deadline. Voter Application Distributors must submit completed applications within five days of receiving them or by the registration deadline, whichever is earlier. Completed voter registration applications may be sent to the State Board of Elections at P.O. Box 6486, Annapolis, MD 21401-0486 or to the applicant’s county Board of Elections.
Turn In Deadline:
Organizations or individuals running registration drives must submit completed applications within five days or 21 days before Election Day, October 14th, whichever date is sooner.
